Secret Service Explains Bush Shoe Incident

Security Reaction Time Was Adequate

In his first public comments on the incident, Secret Service Director Mark Sullivan said it transpired in just 2½ seconds – and there were limits to what his agents could have done.

“Quite frankly – the only way an agent could have been there to intercept that – would have been if he were right on the shoulder of the president during a major press conference – which we all know we don’t do,” said Sullivan.

“If the reaction of our agents had been to draw their weapons, to evacuate the President – potentially we would have been accused of an overreaction. We depend on our people to use common sense out there. I believe the agent that was in charge of that detail did the appropriate thing.”

The Iraqi’s shoes had been thrown so quickly, the incident was over before U.S. or Iraqi security began moving. Luckily, Pres. Bush ducked out of the way of the airborne footwear.

In a radio interview with CBS News, Sullivan said “Like every American, I was outraged when I heard what happened,Am I happy that somebody was able to take their shoes off and throw them at the President? I’m not. I think that was insulting and that was an assault. And none of us want to see that happen.”

He noted that the Iraqi press at Pres. Bush’s appearance that evening with Prime Minister Nouri al-Maliki “went through four different levels of screening to get into that room.”

Sullivan says the Secret Service is its own harshest critic. “We have looked at that situation and if we can make improvements, we’re always going to make improvements. That’s one more thing we’re going to take a hard look at.”

Bush Video Under Scrutiny

Video of the event at the prime minister's palace shows a tightly packed room in which most security personnel were forced to the sides, and 20 video cameras lined the back of the room. The cluster of cameras cut the room in half,
Iraqi reporters had waited inside the prime minister’s palace for about three hours for the ceremony to start. They hadn't been told that Bush would be in attendance, only that Maliki was giving a news conference they wouldn't want to miss.

About an hour before the news conference, a Secret Service agent arrived and gave waiting Iraqi journalists a fourth and final search.

The room was so crowded that Iraqi journalists added an extra chair in the front row, then crammed in two extra bodies. Two rows of dignitaries, including the U.S. commander in Iraq, Army Gen. Ray Odierno, and U.S. Ambassador Ryan Crocker, sat in chairs to the right of President Bush. There was no room for their security details, either.

No Secret Service agent was in view on the video when Zaidi threw the first shoe at Bush's head from about 20 feet away and shouted in Arabic: "This is a goodbye kiss, you dog."
Bush dodged the shoe, and Maliki, who was standing to Bush's left, tried to block Zaidi's second attempt, which also missed its target. A Secret Service agent appeared to move to Bush's side, but the president waved him off.

The video shows that another Iraqi journalist, not security agents, pulled Zaidi to the floor before Iraqi police and Secret Service agents piled on him and carried him from the room.
Ever since John W. Hinckley's failed attempt to assassinate President Ronald Reagan in 1981, the Secret Service began requiring journalists to undergo background checks, credentialing and screening with metal detectors.

Donovan said that everyone attending Sunday's event "was searched for weapons and passed through several layers of security'' before entering the room. He said that they also were subject to name checks, identification checks and verification that they represented their identified news employers.

"It's obvious that (Bush) could have been hit in the head with a shoe," he said. "Anytime there's an incident like this, we're going to review it. We're always trying to improve ourselves."

Muntadhir Al-Zaidi Iraqi journalist

Muntadhir Al-Zaidi is the Iraqi journalist charged with throwing his shoes at U.S. President George Bush.

Al-Zaidi was due to go on trial Wednesday, but the Criminal Court postponed it pending an appeal filed by his lawyers with the Federal Court of Appeal.

Al-Zaidi threw both of his shoes at Bush two weeks ago during a news conference with Iraqi Prime Minister Nuri al-Maliki in Baghdad.

Neither shoe hit the president, and others in the room quickly knocked Al-Zaidi to the ground before security officials arrested him.

His lawyers are trying to persuade the appeals court that Al-Zaidi did not want to harm Bush by throwing the shoes, but simply wanted to insult him. By tradition, throwing a shoe is the most insulting act in the Arab world.

If Al-Zaidi is convicted of assaulting Bush he faces a maximum of 15 years in prison.

Bush Shoe is Baydan Shoe Company's

The famous footwear that nearly clipped Bush is selling at a 4x rate since the infamous hurling. After a footwear war was settled between manufactures from Kabul to Cleveland over what type of shoe was thrown at Bush, the honor was given to Baydan Shoe Company's "Ducati Model 271."

Throwing a shoe at someone is a gross insult in Arab countries, and Mr. Bush is widely unpopular in much of the region. But as he enters his last weeks in office, he seems to have gained a small foothold of appreciation here.

A British distributor has asked to become the Baydan Shoe Company’s European sales representative, with a first order of 95,000 pairs, and an American company has placed an order for 18,000 pairs. Four distributors are competing to represent the company in Iraq, where Baydan sold 19,000 pairs of this model for about $40 each last year.

Orders for Baydan’s shoes, formerly known as Ducati Model 271 and since renamed “The Bush Shoe,” have poured in from around the world.

Down in the Baydan shoe company's workshop, about a dozen men are feverishly churning out pairs of model 271 in light brown leather for an order heading to Iraq.

Noting the spike in sales, Serkan Turk, Baydan's general manager, said, "Bush served some good purpose to the economy before he left."

Upon reviewing the tape of Bush nibly avoiding two well aimed shoes launched from within 10 feet, One has to ask whether every security detail was followed and if there would be a second shoe attack coming?

Perhaps, I am stepping out of bounds by asking these questions but considering the potential for disaster, we can rest assure that the Heads of security will be asking themselves some very important questions over the next several days.

Regardless, Bush is quite agile for his age, witness the ease and grace at which he avoids being hit with the size 10 shoes. Either way the Iraqi journalist has a really great arm, perhaps he played college baseball at some point, look how fast he unleashed two quick throws despite having to untie his shoes.

Maybe they were velcro strapped, that would have enabled him to save time by not having to bother with shoelaces.

Iraq rally for Bush shoe attacker

Thousands of Iraqis have demanded the release of a local TV reporter who threw his shoes at US President George W Bush at a Baghdad news conference.

Crowds gathered in Baghdad's Sadr City district, calling for "hero" Muntadar al-Zaidi to be freed from custody.

Officials at the Iraqi-owned TV station, al-Baghdadiya, called for the release of their journalist, saying he was exercising freedom of expression.

Iraqi officials have described the incident as shameful.

A statement released by the government said Mr Zaidi's actions, which also included him shouting insults at President Bush, "harmed the reputation of Iraqi journalists and Iraqi journalism in general".

Correspondents say the protesters are supporters of Shia cleric Moqtada Sadr - a leading critic of the US presence in Iraq. Smaller protests were reported in Basra and Najaf.

The Iraqi government has demanded an on-air apology from his employer.

An Iraqi official was quoted by the Associated Press as saying that the journalist was being interrogated to determine whether anybody paid him to throw his shoes at President Bush.

He was also being tested for alcohol and drugs, and his shoes were being held as evidence, said the official, speaking on condition of anonymity.

The Cairo-based al-Baghdadiya TV channel said Mr Zaidi should be freed because he had been exercising freedom of expression - something which the Americans had promised to Iraqis on the ousting of former Iraqi leader Saddam Hussein.

"Any measures against Muntadar will be considered the acts of a dictatorial regime," the firm said in a statement.

The programming director for al-Baghdadiya, Muzhir al-Khafaji, described the journalist as a "proud Arab and an open-minded man".

He said he was afraid for Mr Zaidi's safety, adding that the reporter had been arrested by US officials twice before.

"We fear that our correspondents in Iraq will be arrested. We have 200 correspondents there," he added.

Muntader al-Zaidi, 29, the correspondent for an independent Iraqi television station who threw his black dress shoes at President Bush, remained in Iraqi custody on Monday.

While he has not been formally charged, Iraqi officials said he faces up to seven years in prison for committing an act of aggression against a visiting head of state.

Hitting someone with a shoe is a deep insult in the Arab world, signifying that the person being struck is as low as the dirt underneath the sole of a shoe. Compounding the insult were Mr. Zaidi’s words as he hurled his footwear at President Bush: “This is a gift from the Iraqis; this is the farewell kiss, you dog!” While calling someone a dog is universally harsh, among Arabs, who traditionally consider dogs unclean, those words were an even stronger slight.

'Proud Arab'

Mr Zaidi leapt from his chair at Sunday's news conference and hurled first one shoe and then the other at Mr Bush, who was joined at the podium by Iraqi Prime Minister Nouri Maliki.

A Baghdad resident

The shoes missed as Mr Bush ducked, and Mr Zaidi was immediately wrestled to the ground by security guards and frogmarched from the room.

"This is a farewell kiss, you dog," he yelled in Arabic as he threw his shoes. "This is from the widows, the orphans and those who were killed in Iraq."

Arabic TV stations have been repeatedly showing footage of the incident, which was also front-page news in many papers.

Correspondents say the journalist's tirade was echoed by Arabs across the Middle East who are fed up with US policy in the region.

"He [George Bush] deserves to be hit with 100, not just one or two shoes. Who wants him to come here?" said a man in Baghdad.
